A private locate identifies utilities that One Call doesn’t cover — typically lines installed after the main service connection. These can include:

Ontario One Call Regulations Ontario
In Ontario, you must contact Ontario One Call at 1-800-400-2255 or visit ontarioonecall.ca at least five working days before any excavation or digging to request utility locates. This is a legal requirement designed to prevent damage to buried cables and pipes, which can cause serious injury, death, or disruptions to essential services. Ontario One Call will notify utility owners to mark the underground lines on your property, ensuring a safe dig or face hefty fines up to $10,000 for digging without locates and $8,000 for failing to comply with locate requirements. Fines are issued by the Ontario One Call Compliance and Industry Performance Team, who can also issue administrative penalties for other violations, such as not meeting locate timelines.
Why is it required?
1. Safety:
Hitting underground lines for gas, hydro, or telecommunications can be dangerous and may lead to fire, explosions, or electrocution.
2. Prevent Damage:
It prevents damage to essential services and costly repairs for the property owner and utility companies.
3. Legal Obligation:
The Ontario Occupational Health and Safety Act mandates that all excavators contact Ontario One Call before digging.
What activities require a locate?
A locate is required for any activity involving digging, such as: Building a deck or fence, Installing a swimming pool, Planting a tree or digging a garden, and Redoing a driveway or other construction.
How to request a locate:
1. Call or Go Online:
Contact Ontario One Call by calling 1-800-400-2255 or visiting their website at on1call.com.
2. Provide Information:
You will need to provide details such as the address where you will be digging, the depth of the excavation, and the nearest intersecting road.
3. Wait for Locates:
Wait at least five working days for the utility owners to mark the lines on your property with flags and/or paint.
4. Check Validity:
Locate validity periods are determined by the infrastructure owner and are typically valid for at least 60 days from the date of the locate, according to Ontario One Call.
5. Private Locaters:
For privately owned and maintained buried infrastructure not covered by public utilities, you must engage a private locator. Ontario One Call coordinates with public utility companies to mark their lines on your property, while a private locator identifies and documents private buried infrastructure like water lines or gas lines that run between buildings or in unpaved areas.
